With reference to your telegram No. 85 of last year,

Viceroy refutes all my arguments. He maintains that Chao Tung

Shan is the real owner of the coal in question. he states that

tung purchased Chinese Official rank after declaring himself to

be a Chinese subject. In continuation of my telegram No. 1, the

Viceroy pays no heed to my application for the withdrawal of the

notice for the sale of the coal. Altogether the Viceroy's attitude

is so unfriendly and hostile that I see no hope of any succ688

crowning my representations here.
